The first number a vendor gives you is the licence. In every ERP project we have costed in Jordan, the licence has been between 20% and 35% of what the company eventually spent. The rest arrives later, in pieces, and it is where budgets break.
ERP cost in Jordan is not one number but a stack of them. This is the breakdown we hand clients before they take a single vendor meeting. Figures are the ranges we see in the Jordanian market for a company of 20 to 150 staff. They are not quotes — they are what to expect on the invoice.
The licence
Cloud ERP is sold per user per month, and the trap is user counting. Vendors quote "named users" — every person who logs in, including the warehouse clerk who checks stock twice a day. Ask early whether concurrent licensing exists, because it can halve this line.
- Open-source core (Odoo, ERPNext): 12–30 JOD per user per month, or self-hosted with no licence at all.
- Mid-market (SAP Business One, Dynamics 365 Business Central): 55–120 JOD per user per month.
- Enterprise tiers: quoted individually, and rarely below 200 JOD per user.
For a 40-user company on a mid-market product, that is roughly 26,000–58,000 JOD a year before anyone has configured anything.
Implementation
This is the line that surprises people. Implementation is the consulting work of mapping your processes onto the software: chart of accounts, approval rules, warehouse structure, tax handling, document templates.
The industry rule of thumb is that implementation costs one to two times the first year's licence. In Jordan we see:
- Straightforward rollout — finance and inventory, one location, standard processes: 8,000–20,000 JOD.
- Multi-location or manufacturing — production orders, bills of materials, multiple warehouses: 25,000–60,000 JOD.
- Heavy customisation — anything requiring code rather than configuration: add 40% and add three months.
Data migration
Every company underestimates this, because everyone believes their data is cleaner than it is. Migration is not a technical task; it is a cleaning task with a technical step at the end.
Budget 3,000–12,000 JOD depending on how many years of history you carry and how many systems it lives in. If your inventory has never been physically counted against the system, add a stock count before you start — migrating wrong numbers just relocates the problem.
Localisation and compliance
This is where a generic regional quote goes wrong for Jordan specifically.
- JoFotara e-invoicing integration. Required for compliance and rarely included by default in an international product. 2,000–6,000 JOD if the vendor has done it before, considerably more if you are their first.
- Arabic invoice and report templates. Proper right-to-left documents, not a translated header. 1,500–4,000 JOD.
- Sales tax handling and local payroll rules. 2,000–5,000 JOD.
Training
The cheapest line and the one most often cut, which is why so many systems end up half-used. Budget 2,000–6,000 JOD for structured training, and plan for a second round three months after go-live when people actually have questions.
The running cost nobody quotes
After go-live you still pay for support (typically 18–22% of licence value annually), hosting if self-managed, and someone internal who owns the system. That last one is a real cost even when it is not a new hire — it is a portion of someone's job that no longer goes elsewhere.
A worked example of ERP cost
A 45-person distribution company in Amman, mid-market cloud product, two warehouses:
- Licences, year one: 34,000 JOD
- Implementation: 28,000 JOD
- Migration: 7,000 JOD
- JoFotara and Arabic templates: 6,500 JOD
- Training: 4,000 JOD
Year one total: about 79,500 JOD. The licence — the number the vendor led with — was 43% of it. Year two drops to roughly 41,000 JOD once implementation is behind you.
How to use these numbers
Do not use these ERP cost ranges to negotiate. Use them to check whether a proposal is complete. When a quote comes in at 30,000 JOD all-in for a 40-user manufacturing rollout, the question is not "why so cheap" — it is "which of these lines is missing, and when will it appear?"
The honest vendors will show you all of it up front. That transparency is a better selection signal than the total.
